       BO/BI cannot replace COPA.  BO/BI can only be used to extract data from SAP ERP and then you can do your reporting there.

      But what about the data posted in COPA ? You cannot use COPA only for reporting purposes without posting COPA documents. Are you not creating COPA documents during billing ? Could you check this ?
